Pressure of work has prevented me from writing to you earlier to give you my views regarding the proposed Port Trust.

So much has already been said that there is little for me to add except to say that I agree with the views expressed by Mr. Roberts and the Hon. Mr. Landale, with particular emphasis on the fact that in my opinion little or no progress can be mad in improving harbour conditions in Hong Kong unless th re is an approved plan. I do not consider a Port Trust is necessary in order to achieve this, but I do feel that the authority of the Harbour Master could be increased in some directions and a good deal of the work he is now doing be given to other Government officials.

Control of wharves and jetties, especially on the Hong Kong side, should be vested in the Port Executive Committee or some other body, as this would enable the general public to obtain far better use out of them than is being achieved at present.
